NBC 461 7th Cycle Produces 23 Promoted NLPSC Faculty Members

oathnbc467thcycleTwenty-three (23) faculty members of the North Luzon Philippines State College were promoted through the full implementation of the National Budget Circular (NBC) 461 -7th Cycle. The 23 promoted faculty members took their oath on February 24, 2020, during the flag-raising ceremony of the College and was administered by President Elizabeth M. Gacusana.

Prior to their promotion, thirty-four (34) faculty members submitted their pertinent documents scrutinized by the College’s Evaluation Committee chaired by Mrs. Amelia C. Antonio together with Dr. Rodolfo C. Moreno and Mrs. Thelma R. Gacusana as members. The folders were submitted to the NBC 461 Zonal Center for the evaluation and review. Folders were forwarded to the Commission on Higher Education (CHED) Regional Office for the final assessment and verification of the documents and the points earned covering the period from June 2013 to July 2016.

The final list of faculty members who qualified for reclassification was submitted for approval by the Board of Trustees during the Special Board Meeting. After the BOT approval, the list of reclassified positions was endorsed by the CHED RO1 to the Department of Budget and Management for the issuance of the Notice of Organization Staffing and Compensation Action (NOSCA).

With the receipt of the NOSCA, the faculty members were required to submit additional documents needed to support their appointment to their new reclassified position. Processing and approval of their appointments were accomplished and the Report of Appointments Issued (RAI) was submitted to and approved by the Civil Service Commission signalling the oath of office to be administered.

In her congratulatory speech, Dr. Gacusana emphasized the vital role that the faculty members are tasked to perform in the fulfillment of the vision and mission of the College. She noted that the faculty are expected to be the vessels of knowledge and ethics not only for the students but to all the stakeholders. She commended the newly promoted faculty members for their dedication and hard work as they reap the fruits of their labors, their reclassified positions. Also, she challenged all the faculty members to keep on doing their best not only for the sake of promotion but for the attainment of quality education as embodied in the Quality Policy of the College.
