NLPSC is FOI Compliant
The North Luzon Philippines State College (NLPSC) is recently awarded by the Presidential Commissions Operations Office as fully-compliant with the requirements set forth by the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems (AO 25 Task Force) through its Memorandum Circular No 27-1, Section 5 (MC No. 2017–1 Sec. 5) which specified that the Freedom of Information (FOI) Manual as specified by Executive Order No. 2, series 2016 be uploaded in the Agency Transparency Seal, subject to conditions. The certificate of compliance was signed by Secretary Jose Ruperto Martin M. Andanar of the Presidential Commissions Operations Office.
The publication of NLPSC FOI Manual is in accordance with the Constitution’s provision which mandate for the People’s right to information on matters of public concern, such as: (1) access to official records and documents, (2) papers pertaining to official acts, (3) records of transaction or management decisions, and (4) government research data used as basis for policy development but subject to limitations provided by law. Further, Section 28 of the Philippine Constitution (Article II on the Declaration of Principles and State Policies) mandates the government to implement a policy of full public disclosure subject to reasonable conditions. Recognizing popular clamor for access to information and freedom of information, President Rodrigo Roa Duterte issued Executive Order (EO) No. 2 on July 23, 2016 entitled “Operationalizing in the Executive Branch the People’s Constitutional Right to Information and the State Policies to Full Public Disclosure and Transparency in the Public Service and Providing Guidelines Therefor”. EO No. 2 aims to promote openness in the government by providing a clear, uniform and speedy procedure for access of information. Accordingly, Section 8 of EO No. 20 mandates all government agencies to prepare their respective People’s FOI Manual for implementation.
In compliance to the said directive, NLPSC President Dr. Elizabeth M. Gacusana, designated the Vice President for Administration, Research and Extension Dr. Severino G. Alviento as the college’s FOI Focal Person and instructed him to formulate the guidelines and procedures on the implementation of EO No. 2, as well as to prepare and finalize the NLPSC FOI Manual. Likewise, Dr. Gacudana also designated the director of Infrastructure, Planning and Development Services Dr. Rodolfo C. Moreno as the FOI receiving and releasing officer while Ms. Cheryl B. Diza, Data Protection Officer of the college as the FOI Decision Maker.
After the drafting of the NLPSC FOI Manual, it was presented to all personnel several times for dissemination and critiquing. Then it was posted in the college’s website in June 2017.
The NLPSC FOI Manual contains the information on the existing mechanisms for the provision of the information and the processes, timelines and accountability. It was designed to guarantee citizens’ right to access information and freedom of information and it recognizes and confirms the commitment of the Government to full public disclosure, transparency and accountability in public service.
