BJMP celebrates Community Relations Service Month

The Bureau of Jail Management and Penology (BJMP) celebrated its 4th Community Relations Service Month on June 24, 2015 at NLPSC Gymnasium with the theme “MaayosnaPiitan, Kaagapayng Bayan parasaPagtaguyodngTuwidnaDaan.” One of the highlights was the conduct of Information Drive through lecture and powerpoint presentation. NLPSC was chosen to participate in the event and the graduating criminology students were enjoined to attend.

J/SI Randy A. Batay-an, Candon City Jail Warden, informed the students on matters regarding the Jail Bureau, Jail Management and Penology. He discussed about the new Therapeutic Modality Program (TMP) of the BJMP which has changed the label of the prisoners of jail. Detainees or prisoners are labeled residents or board mates; the cells of the jail to dormitory; and the jail to community. The implementation of the Inmates Welfare Development Program was also a part of the TMP to benefit the residents/board mates with their basic needs such as livelihood projects inside the jail, recreational activities, and educational programs. This program prepares the residents/board mates in their reintegration with the community as changed and productive individuals.

JO1 Renz Jermaine Vitug discussed the requirements, procedures and steps in applying for the Jail Officer 1 position in the BJMP. The seminar greatly ushered the participants with substantial information about the said bureau. (John Paul Alasaas)

The College of Teacher Education has successfully conducted an Extension Program at St. Joseph Institute, Candon City, Ilocos Sur on June 2, 2015 which was dubbed as “Extension Service at SJI on Iluko Orthography and Action Research”.

Sis.Nela A. Ramirez, SPC, the Directress of St. Joseph Institute, warmly welcomed the extensionists from NLPSC; while Dr. Jaime G. Raras, Dean of the College of Teacher Education, gave the rationale of the activity with emphasis on Iluko orthography and the importance of research as part of the academic workload of the teacher.

SJI teachers in the high school and elementary levels especially those who are teaching MTB-MLE listened to lectures on the preparation of intervention materials using the Iluko language and in the preparation and conduct of action researches. Dr. Raras and Ms. Cheryl Dizadiscussed the Iluko orthography, explained the grammatical rules in Iluko and taught the rudiments on how to prepare intervention materials using Iluko. They facilitated the workshop by providing close supervision when teachers started to make their intervention materials.

In the afternoon, Mrs. Ruby A. Gabor and Dr. Lanie B. Tiu explained the procedure in preparing and conducting an action research. The resource persons facilitated the workshop. Participants were grouped according to their academic discipline. They were asked to formulate their research titles together with a short rationale and the statement of the problems. Group leaders presented their outputs and the extensionists from NLPSC served as members of the Panel of Critics. (LBT)

Dr. Elizabeth M. Gacusana and Dr. Rodolfo C. Moreno attended the International Conference on Outcomes-Based Education (OBE) and Transnational Education (TNE) organized and conducted by the International Distance Education Accreditation League, Inc. in collaboration with the Ifugao State University, Palawan State University and Euro College, Macedonia on May 7-8, 2015 at Crown Legacy Hotel, Baguio City.

Dr. Ljubisha Petrusevski, President of Euro College and Vice President for Accreditation, IDEAL, Inc., presented the first plenary session entitled “Outcomes-based Education in Macedonia. The second plenary session was presented by Dr. Joanne Serrano, Associate Professor of UP Open University.

Four thematic sessions were held in the afternoon: Outcomes-Based Education; Transnational Education, ASEAN and Others; Education 1; and Education 4. Dr. Elizabeth M. Gacusana presented her paper “Academic Performance in Field Study Courses of the Pre-Service Teachers of NLPSC” during Session 3; while Dr. Rodolfo C. Moreno presented his paper “Analysis of the Male and Female Study Habits and Learning Styles of the Business Education Students of NLPSC”, also during Session 3.

Two plenary sessions were done during the second day of the conference. These include the paper presentation of Dr. Romulo H. Malvar, OIC of the Office of the Director IV, CHED-CAR, entitled “Outcomes-based Education in the Philippines”; and the paper entitled “RA 10650: Open Distance Learning Act of the Philippines, Opportunities and Challenges” presented by Hon. Congressman Roman T. Romulo, Chairman of the House Committee on Higher and Technical Education. All sessions were synthesized by Dr. Michael D. Pido, VP for Research and Extension of Pangasinan State University. (RCM)

The Seminar-Workshop on Outcomes-Based Education-General Education Curriculum (OBE-GEC) cum Qualitative Research held at CHED Regional Office-I, San Fernando City, La Union on May 15-16, 2016 was attended by Mr. Alex Q. Mendoza, Mrs. Maribel C. Iba?ez and Mrs. Maribel Gagto.

Dr. Brenda B. Corpuz, DepEd Consultant on K+12 and Curriculum Design Care of AUS-Aid, lectured on the OBE-GEC. She stressed the importance of “obedizing” the curriculum starting on the general education courses. She also emphasized the fact that institutional outcomes should be aligned to the program outcomes, to the course or subject outcomes, down to the learning outcomes. She remarked though that there is no prescriptive syllabus on the OBE-GEC and that the grading system should be revisited to jibe with the outcomes.

After the lecture on the OBE, participants were group according to the table where they belonged to work on a syllabus following the OBE-designed format. Group outputs were presented and the lecturer gave her constructive criticisms and comments.

The second topic was discussed by Dr. Greg T. Pawilen, Curriculum Consultant of Harris Memorial College, Weslayan University and National Council of Churches in the Philippines. He first gave a background on OBE before discussing Qualitative Research. He stressed the need to shift from quantitative research to qualitative research which is required in the OBE Curriculum. He also emphasized the difference between qualitative and quantitative research and as members of the academe, teachers should not only describe situations but also contribute ideas about the world; and this can only be achieved through the conduct of qualitative research.

Some participants who have conducted qualitative researches presented their outputs before the keen and critiquing mind of the resource speaker. Before the sessions were finally over, Dr. Teoticia C. Taguibao, Regional Director of CHED RO-I, rendered a rather long message and enjoined all teachers to explore the world through qualitative researches. (MCI)

2015 PASUC General Assembly


With the theme Responding to the Call for Internationalization of Higher Education: Challenges in Modernizing SUC Governance and Management, the  2015 General Assembly of the Philippine Association of State Universities and Colleges was successfully carried out at the Marriott Grand Ballroom, Newport City, Pasay City on June 24-25, 2015 with the participation of the key officials of North Luzon Philippines State College consisting of Dr. Severino G. Alviento, Officer-in-Charge of the Office of the President; Dr. Andres T. Malinnag, Jr., Director for Administrative and Finance Services; Mrs. Estrella C. Gaerlan, Director for Academic Affairs; Mrs. Marissa Ll. Mones, President of the Non-Teaching Personnel Association; Mr. Alex Q. Mendoza, President of the Faculty Association; and Mr. June A. Gaygayed, President of the Student Government.

The processional of the PASUC National Officers, Guest Speakers and Regional PASUC Chairpersons marked the official opening of the assembly. The Philippine State College of Aeronautics spearheaded the Entrance of Colors, the doxology and the singing of the Philippine National Anthem. Dr. Herbert Glenn P. Reyes, the Executive Director of PASUC was made the Officer-of-the-Day and took a lucid introduction of the delegates who attended the assembly and the honored guests in the presidential table.

The welcome address was delivered by the PASUC President, Dr. Ricardo E. Rotoras; while Dr. Bernard R. Ramirez, the Vice President for NCR introduced the Keynote Speaker, Hon. Michael G. Aguinaldo, the Chairperson of the Commission on Audit.

A series of session lectures and presentations were done in the afternoon. Approximately 45 minutes were given to each presenter to tackle his/her assigned topic. Dr. Aleth M. Mamauag, the President of Isabela State University acted as the Officer-of-the-Day.

Mark Hallett, the Senior Director of the Office of International Programs of Colorado State University lectured on the internationalization of higher education with emphasis on global trends and cultural context, while Hon. Alex B. Brilliantes, Jr., the Commissioner of the Commission on Higher Education presented the highlights of the capacity building for SUC executives cum the proposed higher education career system.

The topic, streamlining the procurement process of the SUC, was discussed by Dr. Tirso A. Ronquillo, while Hon. Roman T. Romulo, the chairman of the Committee on Higher and Technical Education of the House of Representatives provided the delegates with updates on the request of the SUCs regarding the plantilla positions for teaching and non-teaching personnel. Before having a coffee break, Atty. George S. Katigbak, the legal advisor of the Foundation for Economic Freedom, Inc. lectured on the provisions of RA 10023 regarding Public School Site Titling.

The Manual of Regulations for SUCs was presented by Hon. Ruperto S. Sanggalang, Commissioner of the Commission on Higher Education while the proposed allocation scheme of the 15,000 new faculty plantilla was delivered by Hon. Ricardo E. Rotoras, PASUC President.

The Guest Speaker for the afternoon session was introduced by Dr. Mamauag. The Secretary of the Department of Energy, Hon. Carlos Jericho L. Petilla spoke on the economic plight of the Filipino workers, highlighting his speech on bad insights about 5-6 systemin lending, especially among teachers who patronize this type lending.

Amalgamation of SUCs under the Philippine Higher Education Reform was tackled by Dr. Serafin L. Ngohayon, the PASUC Auditor and President of Ifugao State University.

An hour of executive board meeting was organized and attended by all SUC presidents of the country. The honored guest at an evening assembly was Hon. Alan Peter S. Cayetano, senator of the Philippine Senate.

The PASUC Board conducted simultaneous meetings with the different associations. The meeting lasted for three hours. It was already late in the evening when delegates went to Remington Hotel for their rest. The faculty group, the non-teaching group, the board secretaries group, and SUC presidents group had their individual separate meetings in the different session halls of Marriott Grand Ballroom. (AQM)
